I chose Ketawa for their dog friendliness. I adopted two dogs in Thailand and before I flew out of CNX, I spent several days on holiday and organizing the dogs' export/transport documents. The hotel itself was wonderful, and most of the staff were really excellent. The location of the hotel is fine, especially for someone who understands how the city is laid out or is adventurous enough to make it over to the more active parts of town. The biggest downside for me is entirely out of the hotel's control, but should be considered by people travelling with pets and that is-- the hotel is located behind a major road. To access the hotel you have to walk through walled side-streets and there are SO MANY street dogs in this area! I had to call a taxi to the hotel every time I wanted to take my dogs for fear that they would get into an altercation with one of the street dogs. I myself cut through another hotel's parking lot in order to avoid one particularly unfriendly street dog. Having said that, there are small fenced courtyards for the dogs to use at the hotel, and the front desk was always very willing to call a car/tuk tuk for me.
